Why Pflegegeld-Prüfer exists

Pflegegeld (long-term care allowance) depends on a level. The level depends on hours: how much help does someone need each month? The rules for this are public. But in everyday care, there is no time to apply them to your own case.

I read published court judgments in which families took their Bescheid (official decision) to court. In 16 of 29 cases, the Bescheid already had the level the court later set too. The other 13 were all too low.

Source: my own analysis of judgments of the Oberlandesgerichte (higher regional courts) from the Rechtsinformationssystem des Bundes (RIS, the federal legal information system), as of 25.09.2026. There are only judgments where someone went to court. So this is not the authority’s hit rate.

What it can do and what it cannot do

The checker checks your Bescheid and does the calculation again. You describe a normal day in your own words. The AI assigns your sentences to the care tasks in the ordinance and quotes you word for word. A fixed program calculates hours, level and deadline, not the AI. You see every assignment and can change it.

At the end you see which help may be missing from the Bescheid, what that means each month and by when you can file a court action (Klage).

What it does not do:

  • It decides nothing and sends nothing. You decide what you do with the result. The insurance institution or the court makes the binding decision.
  • It does not calculate for children under 15. For them, the Kinder-Einstufungsverordnung (Classification Ordinance for children) applies, with its own values.
  • It does not check a decision that lowers a level or takes it away.
  • It can be wrong, mostly with a level that is too low.

It started in September 2026 at the HACK_002 hackathon in Vienna, where it won the category for consumer applications.
